THE GOOD BLOKE ACT 2023

An Act to establish a system of advisory support to businesses and local government bodies with a specific focus on local economic development, embodying the principles of the Australian 'Good Bloke'; And for related purposes.

PART 1—PRELIMINARY

1. Short Title

This Act may be cited as The Good Bloke Act 2023.

2. Commencement

This Act commences on the day after it receives the Royal Assent.

3. Objectives

The objectives of this Act are: (a) To foster and encourage the cultivation of 'Good Bloke' behaviour within the Australian business community and local government bodies; (b) To provide advisory support to businesses and local government bodies, specifically focusing on local economic development.

PART 2—DEFINITIONS

4. Definitions

In this Act: "Good Bloke" refers to a person, irrespective of gender, who demonstrates empathy, problem-solving capabilities, and fosters a positive atmosphere in the business community and local government bodies.

PART 3—THE GOOD BLOKE SYSTEM

5. Good Bloke's Roles and Responsibilities

(1) A Good Bloke shall extend their responsibilities to offer advisory services to businesses and local government bodies, operating on the principles of fairness, transparency, and community spirit. (2) This includes, but is not limited to, providing insights on public sentiments, advising on community-related issues, or recommending strategies for improved business practices or public governance.

6. Code of Conduct

(1) While advising businesses and local government bodies, a Good Bloke shall maintain a high standard of integrity, not influenced by personal interests or gains, and act in the best interests of the community. (2) A Good Bloke shall ensure the confidentiality of information and respect the privacy rights of all involved parties, unless disclosure is lawfully justified.

PART 4—ADVISORY ROLE IN LOCAL ECONOMIC DEVELOPMENT

7. Good Bloke's Roles in Local Economic Development

(1) A Good Bloke shall focus on assisting local government bodies and businesses in fulfilling their responsibilities towards local economic development. (2) This includes, but is not limited to, advising on strategies to boost local business growth, attract investment, foster innovation, and increase job opportunities.

8. Community-Centric Approach

(1) A Good Bloke shall advise based on a community-centric approach, taking into consideration the needs, aspirations, and welfare of the local community. (2) In addition to economic factors, a Good Bloke shall also consider environmental sustainability, social inclusion, and cultural preservation in their advice.

9. Collaboration with Local Businesses

(1) A Good Bloke shall promote and facilitate collaboration between local government bodies and local businesses for the purpose of local economic development. (2) This includes, but is not limited to, encouraging public-private partnerships, fostering local business networks, and supporting local business initiatives.

PART 5—LIMITATIONS

10. Limitations

Despite any other section of this Act, a Good Bloke: (a) Does not replace a professionally certified economic development advisor; (b) Shall not be held liable for any decision made by the advised party based on the Good Bloke’s advice; (c) Shall not directly engage in business activities or own stakes in any advised business or local government entity.

The Governor-General may make regulations, not inconsistent with this Act, prescribing all matters required or permitted by this Act to be prescribed, or necessary or convenient to be prescribed, for carrying out or giving effect to this Act.

This Act binds the Crown in right of each of the States and Territories of Australia.
